Program TES is specialized for Voronoi network calculation. It was a more explotable program in our researches in 90-th. The algorithm is described in book: N.N.Medvedev "The Voronoi-Delaunay method for non-crystalline systems", SB RAS, Novosibirsk, 2000 (in Russian). The program code: Fortran77.
